On these pages using this link it is making sets with a *minimum* of 2 common tags.

Only reason why 3 common tags are not being used in the selection of memory sets, is because it would not result in a subset of a minimum of 10 logos. And without this, it&#039;s hard to setup and shuffle a game of memory ;-)</description>
